Regulation 9
Subregulation 1
A contracting authority must not seek, take account of, impose or enforce any offset.
Subregulation 2
In this regulation, “offset” means any condition or undertaking that encourages local development, or improves the Government’s balance‑of‑payments accounts, by means of —
(a)
domestic content;
(b)
licensing of technology;
(c)
investment;
(d)
counter-trade; or
(e)
other similar action or requirement.
