PRELIMINARY

Regulation 1

Citation and commencement

These Rules may be cited as the Singapore Police Service Long Service and Good Conduct Medal Rules 2007 and shall be deemed to have come into operation on 8th August 2007.

In these Rules, unless the context otherwise requires —

“10 Years Medal” means the Medal referred to in rule 3;

Definition

“eligible person” means any person who is or was —

(a)

a police officer of the Singapore Police Force established under Part II of the Police Force Act (Cap. 235);

(b)

a special police officer of the Special Constabulary constituted under Part VIII of the Police Force Act;

(c)

a prison officer of the Singapore Prison Service appointed under Part IV of the Prisons Act (Cap. 247);

(d)

an officer of the Central Narcotics Bureau appointed under section 3 of the Misuse of Drugs Act (Cap. 185);

(e)

a member of the Vigilante Corps established by the Vigilante Corps Act (Cap. 343); or

(f)

a person liable for reserve service under the Enlistment Act (Cap. 93), and is or was rendering his reserve service in the Singapore Police Force, the Special Constabulary or the Vigilante Corps;

Definition

“qualifying service” means the total of the following periods (less any period or periods that are deducted under rule 4(3), 9(2) or 12B(3)):

(a)

full-time service in the Singapore Police Service;

(b)

full-time service in the Singapore Armed Forces, the Singapore Civil Defence Force or the Immigration & Checkpoints Authority rendered immediately prior to the person’s absorption (without break in service) as an officer in the Singapore Police Service;

(c)

part-time service in the Special Constabulary or the Singapore Civil Defence Force; or

(d)

reserve service in the Singapore Police Force, the Singapore Armed Forces, the Special Constabulary, the Vigilante Corps or the Singapore Civil Defence Force, provided no account shall be taken of any period during which he was exempted from such reserve service;

“service” means full-time service, reserve service, regular service, mobilised service, national service or voluntary service;

Any reference in these Rules to a period of reserve service rendered by a person shall include a reference to the period in which such person was liable for reserve services.

Regulation 3

Designation of 10 Years Medal

A medal to be designated and styled the Singapore Police Service Long Service and Good Conduct (10 Years) Medal may be awarded to an eligible person in recognition of his long and exemplary service and good conduct in the Singapore Police Force, subject to the minimum requirement specified in rule 4.

Regulation 4

Qualifying Service for 10 Years Medal

Subregulation 1

An eligible person shall qualify for the award of the 10 Years Medal if he has completed at least 10 years of continuous and unbroken qualifying service.

Subregulation 2

A Clasp may be awarded to a recipient of the 10 Years Medal on his completion of at least 15 years of continuous and unbroken qualifying service and a second Clasp on his completion of at least 20 years of continuous and unbroken qualifying service.

A period shall be treated as continuous and unbroken for the purposes of paragraphs (1) and (2) notwithstanding —

(a)

a break of service of not more than one day for the purpose of awarding a pension or gratuity under the Pensions Regulations set out in the First Schedule to the Pensions Act (Cap. 225);

(b)

any period of leave without pay, except that such period of leave shall not be counted as qualifying service;

(c)

any period of disruption from full-time service, except that such period of disruption shall not be counted as qualifying service; or

(d)

any transfer without any break in service between the Singapore Police Service, the Singapore Civil Defence Force, the Immigration & Checkpoints Authority and the Singapore Armed Forces.

Regulation 5

Description of 10 Years Medal

Subregulation 1

The 10 Years Medal shall consist of a hexagonal medal in 925 sterling silver and shall measure 36 mm in width and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal —

(a)

shall bear the Singapore Coat-of-Arms encircled by the inscription “POLIS REPABLIK SINGAPURA”; and

(b)

shall have 12 5-pointed stars evenly distributed at the edge of the Medal.

Subregulation 3

The reverse side of the Medal —

(a)

shall bear the design of a lion’s head with a laurel wreath beneath the lion’s head and the inscription “LONG SERVICE AND GOOD CONDUCT” encircling the lion’s head; and

(b)

shall have 12 5-pointed stars evenly distributed at the edge of the Medal.

Design of 10 Years Medal

Regulation 7

Wearing of 10 Years Medal

Subregulation 1

The 10 Years Medal shall be worn by the recipient on the left side of the outer garment suspended by a ribbon 33 mm in width and 50 mm in length.

Subregulation 2

The ribbon shall have vertical stripes in blue, golden yellow and white.

Subregulation 3

The centre of the ribbon shall have a blue strip of 5 mm in width, flanked on each side by a white stripe of 3 mm in width, followed by another blue stripe of 3 mm in width, a golden yellow stripe of 3 mm in width and a blue stripe of 5 mm in width.

Regulation 8

Designation of 30 Years Medal

A medal to be designated and styled the Singapore Police Service Long Service and Good Conduct (30 Years) Medal may be awarded to an eligible person in recognition of his long and exemplary service and good conduct in the Singapore Police Force, subject to the minimum requirement specified in rule 9.

Qualifying Service for 30 Years Medal

Subregulation 1

An eligible person shall qualify for the award of the 30 Years Medal if he has completed at least 30 years of continuous and unbroken qualifying service.

Description of 30 Years Medal

The 30 Years Medal shall consist of a jagged edge round medal in 925 sterling silver and shall measure 36 mm in width and 3 mm in thickness.

Subregulation 2

The obverse side of the Medal shall bear the Singapore State Crest encircled by the inscription “POLIS REPABLIK SINGAPURA”.

Subregulation 3

The reverse side of the Medal shall bear the Singapore Police crest encircled by the inscription “LONG SERVICE AND GOOD CONDUCT (30 YEARS)”.

Regulation 11

Design of 30 Years Medal

Designation of 35 Years Medal

A medal to be designated and styled the Singapore Police Service Long Service and Good Conduct (35 Years) Medal may be awarded to an eligible person in recognition of his long and exemplary service and good conduct in the Singapore Police Force, subject to the minimum requirement specified in rule 12B.

Qualifying service for 35 Years Medal

Subregulation 1

An eligible person shall qualify for the award of the 35 Years Medal if he has completed at least 35 years of continuous and unbroken qualifying service.

Subregulation 2

A Clasp may be awarded to a recipient of the 35 Years Medal on his completion of at least 40 years of continuous and unbroken qualifying service.

The 35 Years Medal shall consist of a circular medal in 925 sterling silver and shall measure 36 mm in width and 3 mm in thickness.

Regulation 13

Medals to be awarded by Permanent Secretary, Ministry of Home Affairs

The 10 Years Medal, 30 Years Medal, 35 Years Medal and Clasp shall be awarded by the Permanent Secretary, Ministry of Home Affairs acting in accordance with the recommendation of any of the following recommending authorities:

(a)

the Commissioner of Police, where the eligible person is or at the time of service was a member of the Singapore Police Force, the Special Constabulary or the Vigilante Corps;

(b)

the Director of the Central Narcotics Bureau, where the eligible person is or at the time of the service was a member of the Central Narcotics Bureau;

(c)

the Director of Prisons, where the eligible person is or at the time of the service was a member of the Singapore Prison Service.

Regulation 14

Publication of awards

The name of any person to whom the Medal or Clasp is awarded shall be published in the Gazette.

Regulation 15

Forfeiture of Medals

Subregulation 1

The Permanent Secretary, Ministry of Home Affairs may forfeit any Medal or Clasp awarded to any person under these Rules if the person —

(a)

is dismissed or dishonourably discharged from service in the Singapore Police Service;

(b)

is convicted of any criminal offence; or

(c)

is guilty of misconduct or disloyalty to Singapore.

Any Medal or Clasp forfeited may be restored by the Permanent Secretary, Ministry of Home Affairs at his discretion.

Subregulation 3

A notice of the forfeiture or restoration of any Medal or Clasp shall be published in the Gazette.

Regulation 16

Replacement of Medals

Subregulation 1

The loss or destruction of the Medal or Clasp shall, if the replacement is desired, be reported by the recipient to the Commissioner of Police, the Director of Central Narcotics Bureau or the Director of Prisons, as the case may be, who may, if the relevant recommending authority is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of replacement thereof.

No such report shall be made until 6 months after the recipient first becomes aware of the alleged loss or destruction.

Regulation 17

Revocation

The Singapore Police Service Long Service and Good Conduct Medal Rules 1994 (G.N. No. S 123/94) are revoked.

Subregulation 2

Suggest a correction

Any person who has been awarded a Singapore Police Service Long Service and Good Conduct Medal and any Clasp under the revoked Rules and a medal under the provisions of —

(a)

the Singapore Police Long Service Medal Regulations 1961 (G.N. No. S 297/61);

(b)

the Singapore Police Long Service and Good Conduct Medal Rules 1974 (G.N. No. S 304/74);

(c)

the Singapore Special Constabulary Medal Regulations 1961 (G.N. No. S 298/61);

(d)

the Vigilante Corps Long Service and Good Conduct Medal Rules 1974 (G.N. No. S 305/74); or

(e)

the Singapore Armed Forces Long Service and Good Conduct Medal Rules 2006 (G.N. No. S 252/2006),shall be treated for the purposes of these Rules as if the award of the medal had been made under these Rules and such person shall be eligible for the award of a Clasp to the Medal under these Rules if the requirements in rule 4(2) are satisfied.
