9. Conditions for authorisation by relevant officer

A relevant officer may authorise the doing of any thing mentioned in regulation 5(1)(a), (2)(a) or (4)(a) or 6(a), only if the relevant officer is satisfied that the doing of that thing —

is necessary for any purpose relating to an investigation, a prosecution, the training of any person, or the review of any policy; or

is in the public interest.
