PRELIMINARY
Regulation 2
Definitions
In these Regulations —“Council” means the Home Team Corps Council established under section 5 of the Act;“Medal” means an NCDCC Service Medal or NPCC Service Medal;“NCDCC officer” means an officer or honorary officer of the National Civil Defence Cadet Corps appointed under section 7 of the Act;“NCDCC Service Medal” means the National Civil Defence Cadet Corps Service Medal mentioned in regulation 8;“NPCC officer” means an officer, honorary officer or honorary instructor of the National Police Cadet Corps appointed under section 7 of the Act;“NPCC Service Medal” means the National Police Cadet Corps Service Medal mentioned in regulation 3;“qualifying service” means —
(a)
in relation to the National Civil Defence Cadet Corps, service as an NCDCC officer (less any period or periods that are deducted under regulation 9(2)); and
(b)
in relation to the National Police Cadet Corps, service as an NPCC officer (less any period or periods that are deducted under regulation 4(2));“service” means —
(a)
in relation to the National Civil Defence Cadet Corps, active involvement in open or school units of the National Civil Defence Cadet Corps; and
(b)
in relation to the National Police Cadet Corps, active involvement in open or school units of the National Police Cadet Corps;“Singapore Armed Forces” means the Singapore Armed Forces raised and maintained under the Singapore Armed Forces Act (Cap. 295).

“Council” means the Home Team Corps Council established under section 5 of the Act;

“qualifying service” means —
(a)
in relation to the National Civil Defence Cadet Corps, service as an NCDCC officer (less any period or periods that are deducted under regulation 9(2)); and
(b)
in relation to the National Police Cadet Corps, service as an NPCC officer (less any period or periods that are deducted under regulation 4(2));
Definition
“service” means —
(a)
in relation to the National Civil Defence Cadet Corps, active involvement in open or school units of the National Civil Defence Cadet Corps; and
(b)
in relation to the National Police Cadet Corps, active involvement in open or school units of the National Police Cadet Corps;
Definition
“Singapore Armed Forces” means the Singapore Armed Forces raised and maintained under the Singapore Armed Forces Act (Cap. 295).

NPCC SERVICE MEDAL
Regulation 3
Designation of NPCC Service Medal
A medal to be designated and styled the National Police Cadet Corps Service Medal may be awarded to an NPCC officer in recognition of the NPCC officer’s good and efficient service in the National Police Cadet Corps, subject to the minimum requirement specified in regulation 4.
Regulation 4
Qualifying service for NPCC Service Medal
Subregulation 1
An NPCC officer is eligible for the award of the NPCC Service Medal if the NPCC officer has, on or after 1 January 1978, completed at least 5 years of continuous and unbroken qualifying service, and has regular attendance.
Subregulation 2
The following periods of service are not counted as qualifying service for the purposes of paragraph (1): (a)the whole period of disruption from service;
(b)
the whole period of service with the Singapore Armed Forces, the Singapore Civil Defence Force, the Singapore Police Force or any other service.
Subregulation 3
Qualifying service for the purposes of paragraph (1) must be continuous and unbroken but there is no break in service if such service is interrupted for any of the periods mentioned in paragraph (2).
Subregulation 4
Despite paragraphs (2) and (3), in the case of an NPCC officer —
(a)
who was previously discharged; and
(b)
who, subsequent to his or her discharge, was re‑appointed as an NPCC officer, whether that NPCC officer’s period of service before his or her discharge is treated as qualifying service for the purposes of paragraph (1) is subject to the approval of the Commandant of the National Police Cadet Corps.
Regulation 5
Description of NPCC Service Medal
Subregulation 1
The NPCC Service Medal consists of a circular medal in bronze and measures 35 mm in diameter.
Subregulation 2
The obverse side of the NPCC Service Medal bears the crest of the Ministry of Education with the inscription “SINGAPORE” below it.
Subregulation 3
The centre of the reverse side of the NPCC Service Medal bears the inscription “FOR SERVICE” encircled by a laurel wreath, and further encircled by the inscription “NATIONAL POLICE CADET CORPS”.

Design of NPCC Service Medal
The design of the NPCC Service Medal is set out in the First Schedule.
Regulation 7
Wearing of NPCC Service Medal
Subregulation 1
The NPCC Service Medal is worn by the recipient on the left side of the outer garment suspended by a ribbon measuring 35 mm in width and 50 mm in length.
Subregulation 2
The ribbon has vertical stripes in blue, maroon and white.
Subregulation 3
The centre of the ribbon has a white stripe of 5.4 mm in width, flanked on each side by a blue stripe of 0.8 mm in width, followed by —
(a)
another white stripe of 0.8 mm in width;
(b)
a maroon stripe of 2.4 mm in width;
(c)
another white stripe of 0.8 mm in width;
(d)
another blue stripe of 2.4 mm in width;
(e)
another white stripe of 0.8 mm in width;
(f)
another maroon stripe of 0.8 mm in width; and
(g)
another white stripe of 6 mm in width.

NCDCC SERVICE MEDAL
Regulation 8
Designation of NCDCC Service Medal
A medal to be designated and styled the National Civil Defence Cadet Corps Service Medal may be awarded to an NCDCC officer in recognition of the NCDCC officer’s good and efficient service in the National Civil Defence Cadet Corps, subject to the minimum requirement specified in regulation 9.
Regulation 9
Qualifying service for NCDCC Service Medal
Subregulation 1
An NCDCC officer is eligible for the award of the NCDCC Service Medal if the NCDCC officer has, on or after 1 January 2005, completed at least 5 years of continuous and unbroken qualifying service, and has regular attendance.
Subregulation 2
The following periods of service are not counted as qualifying service for the purposes of paragraph (1): (a)the whole period of disruption from service; (b)the whole period of service with the Singapore Armed Forces, the Singapore Civil Defence Force, the Singapore Police Force or any other service.
Subregulation 3
Qualifying service for the purposes of paragraph (1) must be continuous and unbroken but there is no break in service if such service is interrupted for any of the periods mentioned in paragraph (2).
Subregulation 4
Despite paragraphs (2) and (3), in the case of an NCDCC officer —
(a)
who was previously discharged; and
(b)
who, subsequent to his or her discharge, was re‑appointed as an NCDCC officer, whether that NCDCC officer’s period of service before his or her discharge is treated as qualifying service for the purposes of paragraph (1) is subject to the approval of the Commandant of the National Civil Defence Cadet Corps.
Regulation 10
Description of NCDCC Service Medal
Subregulation 1
The NCDCC Service Medal consists of a circular medal in bronze and measures 35 mm in diameter.
Subregulation 2
The obverse side of the NCDCC Service Medal bears the crest of the Ministry of Education with the inscription “SINGAPORE” below it.
Subregulation 3
The centre of the reverse side of the NCDCC Service Medal bears the inscription “FOR SERVICE” encircled by a laurel wreath, and further encircled by the inscription “NATIONAL CIVIL DEFENCE CADET CORPS”.
Regulation 11
Design of NCDCC Service Medal
The design of the NCDCC Service Medal is set out in the Second Schedule.
Regulation 12
Wearing of NCDCC Service Medal
Subregulation 1
The NCDCC Service Medal is worn by the recipient on the left side of the outer garment suspended by a ribbon measuring 33 mm in width and 50 mm in length.
Subregulation 2
The ribbon has vertical stripes in maroon and orange.
Subregulation 3
The centre of the ribbon has a maroon stripe of 3 mm in width, flanked on each side by an orange stripe of 1 mm in width, followed by —
(a)
another maroon stripe of 3 mm in width;
(b)
2 more orange stripes separated by another maroon stripe, each of 1 mm in width; and
(c)
another maroon stripe of 8 mm in width.

Regulation 13
Medals to be awarded by Minister
Subregulation 1
The NPCC Service Medal and NCDCC Service Medal are awarded by the Minister acting in accordance with the recommendation of the Council.
Subregulation 2
The recommendation of the Council for the purposes of paragraph (1) must be submitted to the Minister in August each year.
Regulation 14
Publication of awards
Subregulation 1
The names of the recipients must be published —
(a)
in the National Police Cadet Corps General Orders, in the case of an NPCC officer receiving the NPCC Service Medal; and
(b)
in the National Civil Defence Cadet Corps General Orders, in the case of an NCDCC officer receiving the NCDCC Service Medal.
Subregulation 2
A register showing the names of the recipients of the NPCC Service Medal and the recipients of the NCDCC Service Medal must be kept in the office of the Council.
Regulation 15
Forfeiture of Medals
Subregulation 1
The Minister may forfeit any Medal awarded to any person under these Regulations if the person —
(a)
is dismissed or dishonourably discharged from either the National Police Cadet Corps, the National Civil Defence Cadet Corps or the Education Service, as the case may be;
(b)
is convicted of any criminal offence; or
(c)
has been punished under the Act for misconduct.
Subregulation 2
Any Medal forfeited may be restored by the Minister at the Minister’s discretion.
Subregulation 3
A notice of the forfeiture or restoration must be published —
(a)
in relation to the NPCC Service Medal, in the National Police Cadet Corps General Orders; and
(b)
in relation to the NCDCC Service Medal, in the National Civil Defence Cadet Corps General Orders.
Regulation 16
Replacement of Medals
Subregulation 1
The recipient of a Medal must, if the replacement of the Medal is desired, report in writing the loss or destruction of his or her Medal to the recommending authority who may, if the recommending authority is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of the replacement of the Medal.
Subregulation 2
A report for replacement of any Medal made under paragraph (1) must be forwarded by the recommending authority to the Minister for the Minister’s notice.
Subregulation 3
No report of the loss of any Medal may be made under paragraph (1) until 6 months after the recipient first believes the Medal to be lost.
Subregulation 4
In this regulation, “recommending authority” means —
(a)
the Commandant of the National Police Cadet Corps, in the case of a replacement of an NPCC Service Medal; or
(b)
the Commandant of the National Civil Defence Cadet Corps, in the case of a replacement of an NCDCC Service Medal.
