Regulation 18

A licensee must not, in connection with the licensee’s carrying on of a business of a travel agent (whether or not in a place of business approved by the Board under regulation 10), solicit or cause the soliciting of any person persistently or in any manner as to cause or be likely to cause annoyance to the person.
