Section 32
(1)
The Minister may make regulations to levy such charges as may be prescribed in respect of —
(a)
sanitary appliances which are installed in any premises; and
(b)
the amount of water used in any premises.
(2)
The charges levied under subsection (1) shall be payable by the occupier of the premises and by the owner thereof when the premises are vacant.
(3)
The charges shall be payable at such times and in such manner as may be prescribed and shall be recoverable in the manner provided in section 44.[31
