Citation and commencement
These Rules are the Women’s Charter (Protection of Women and Girls) (Amendment) Rules 2026 and come into operation on 1 July 2026.

Women’s Charter (Protection of Women and Girls) (Amendment) Rules 2026 is Singapore Subsidiary Legislation, cited as Subsidiary Legislation S461 2026, currently marked in force and first recorded in 2026.
Citation and commencement
These Rules are the Women’s Charter (Protection of Women and Girls) (Amendment) Rules 2026 and come into operation on 1 July 2026.
Amendment of rule 2
In the Women’s Charter (Protection of Women and Girls) Rules (R 2) (called in these Rules the principal Rules), in rule 2 —
replace the definition of “Chairman” with —“ “Chairperson” means the Chairperson of the Board;”;
delete the definition of “Deputy Chairman”; and
after the definition of “Medical Officer”, insert —“ “Minister” includes any Permanent Secretary for the Ministry of Social and Family Development;”.
Replacement of rule 4
In the principal Rules, replace rule 4 with —“Tenure of office
4. Members of the Board are appointed for the period specified by the Minister.”.
Replacement of rule 6
In the principal Rules, replace rule 6 with —“Visits to places of safety
6. The Board must ensure that one or more members of the Board visit each place of safety in respect of which the Board is appointed at least once every 3 months.”.
Amendment of rule 7
In the principal Rules, in rule 7 —
in the rule heading, replace “Chairman” with “Chairperson”;
in paragraph (1), replace “Chairman” with “Chairperson”; and
delete paragraph (2).
Deletion of rules 8 and 9
In the principal Rules, delete rules 8 and 9.
Amendment of rule 12
In the principal Rules, in rule 12(1), replace “shall be half the total number of members of the Board, and shall include the Chairman or the Deputy Chairman” with “is 3 members”.
Deletion of rules 13 and 14
In the principal Rules, delete rules 13 and 14.
Amendment of rule 17
In the principal Rules, in rule 17 —
replace paragraph (2) with —“(2) The Discharge Committee shall elect a chairperson from amongst its members.”;
in paragraph (4), replace “shall hold office for a period of not more than 2 years from the date of their respective appointment and may be eligible for reappointment on completion of that period” with “are appointed for the period specified by the Minister”;
in paragraph (7), delete “in addition to the chairman or the deputy chairman,”; and
delete paragraph (10).
Amendment of rule 52
In the principal Rules, in rule 52, delete paragraph (2).
Saving provision
Despite rule 9(b), rule 17(4) of the principal Rules as in force immediately before 1 July 2026 continues to apply in relation to a member of the Discharge Committee appointed before that date as if rule 9(b) had not been made.
