Purpose of this Part

The purpose of this Part is to provide for the registration of personal mobility devices —
(a)
to enable the use of personal mobility devices on public paths to be regulated for reasons of safety and law enforcement; and
(b)
to provide a method of establishing the identity of each personal mobility device which is used on a public path and of the person who is responsible for it.
