Active Mobility (Amendment) Regulations 2026 is Singapore Subsidiary Legislation, cited as Subsidiary Legislation S355 2026, currently marked in force and first recorded in 2026.
Citation and commencement
These Regulations are the Active Mobility (Amendment) Regulations 2026 and come into operation on 1 June 2026.
Amendment of regulation 2
In the Active Mobility Regulations 2018 (G.N. No. S 251/2018) (called in these Regulations the principal Regulations), in regulation 2 —
before the definition of “hours of darkness”, insert —“ “height”, “length” or “width”, for a bicycle, PAB, personal mobility device, mobility vehicle or non‑motorised wheelchair (called in this definition a relevant vehicle), means the height, length or width (as the case may be) of the relevant vehicle —
including the body and all equipment and accessories (if any) attached to the relevant vehicle; but(b)excluding any person or carry-on baggage on the relevant vehicle;”;
in the definition of “trishaw”, replace the full-stop at the end with a semi-colon; and
after the definition of “trishaw”, insert —“ “unladen weight”, for a bicycle, PAB, personal mobility device, mobility vehicle or non‑motorised wheelchair (called in this definition a relevant vehicle), means the weight of the relevant vehicle —
including the body and all equipment and accessories (if any) attached to the relevant vehicle; but(b)excluding any person or carry-on baggage on the relevant vehicle.”.
Amendment of regulation 3A
In the principal Regulations, in regulation 3A(2) —
in the definition of “handbrake”, in paragraph (c), replace the semi‑colon at the end with a full-stop; and
delete the definitions of “unladen weight” and “width”.
Amendment of regulation 3B
In the principal Regulations, in regulation 3B(4) —
in the definition of “Revised EN 15194”, replace the semi‑colon at the end with a full-stop; and
delete the definitions of “unladen weight” and “width”.
Replacement of regulation 3C and new regulation 3D
In the principal Regulations, replace regulation 3C with —“Non‑compliant mobility vehicle3C.—
For the purposes of the definition of “non‑compliant mobility vehicle” in section 2(1) of the Act, a mobility vehicle is a non‑compliant mobility vehicle if it does not comply with any of the following requirements that are prescribed for all mobility vehicles generally:
the unladen weight of the mobility vehicle does not exceed 150 kilograms;
the height of the mobility vehicle does not exceed 1,500 millimetres;
the length of the mobility vehicle does not exceed 1,200 millimetres;
the width of the mobility vehicle does not exceed 700 millimetres;
the maximum speed that the mobility vehicle is capable of reaching under any circumstances does not exceed 6 kilometres per hour.
For the purposes of section 19(4) of the Act, the grace period for the requirement mentioned in paragraph (1)(e) is the period starting on 1 June 2026 and ending on 31 December 2028.Non‑compliant non‑motorised wheelchair3D. For the purposes of the definition of “non‑compliant non‑motorised wheelchair” in section 2(1) of the Act, a non‑motorised wheelchair is a non‑compliant non‑motorised wheelchair if it does not comply with any of the following requirements that are prescribed for all non‑motorised wheelchairs generally:
the unladen weight of the non‑motorised wheelchair does not exceed 150 kilograms;
the height of the non-motorised wheelchair does not exceed 1,500 millimetres;
the length of the non-motorised wheelchair does not exceed 1,200 millimetres;
the width of the non-motorised wheelchair does not exceed 700 millimetres.”.
Amendment of regulation 4
In the principal Regulations, in regulation 4(2) —
in the definition of “UL 2272”, in paragraph (b), replace the semi‑colon at the end with a full-stop; and
delete the definitions of “unladen weight” and “width”.
Amendment of regulation 4AA
In the principal Regulations, in regulation 4AA, replace paragraphs (c) and (d) with —“(c)a mobility vehicle.”.
Amendment of regulation 5
In the principal Regulations, in regulation 5 —
in the regulation heading, after “Speed limit for”, insert “bicycles, etc., on”; and
after “maximum speed for”, insert “riding a bicycle, PAB or personal mobility device on”.
Amendment of regulation 6
In the principal Regulations, in regulation 6 —
in the regulation heading, after “Speed limit for”, insert “bicycles, etc., on”; and
after “maximum speed for”, insert “riding a bicycle, PAB or personal mobility device on”.
New regulation 6A
In the principal Regulations, after regulation 6, insert —“Speed limit for mobility vehicles on public paths6A. For the purpose of section 21(1) of the Act, the maximum speed for driving or riding a mobility vehicle on a public path is 6 kilometres per hour.”.
New regulation 7A
In the principal Regulations, after regulation 7, insert —“No driving or riding mobility vehicle when being towed, etc.7A. An individual must not drive or ride a mobility vehicle on a public path if the mobility vehicle is —
towing or drawing, or being towed or drawn by, another vehicle; or
attached to another vehicle or device that is designed to convey another individual or goods,whether or not another individual is in or on that other vehicle or device.”.
Amendment of regulation 8
In the principal Regulations, in regulation 8, after paragraph (4), insert —“(5) A driver or rider of a mobility vehicle on a public path must not carry, or drive or ride with, any passenger.”.
Amendment of regulation 13A
In the principal Regulations, in regulation 13A —
in paragraph (1), after “driver”, insert “or rider”;
in paragraph (2), replace “mobility vehicle user” with “mobility vehicle driver or rider”;
in paragraph (3), in the definition of “informal crossing”, in paragraph (a), replace “mobility vehicle user” with “mobility vehicle driver or rider”; and
in paragraph (3), delete the definition of “mobility vehicle”.
Amendment of regulation 14
In the principal Regulations, in regulation 14 —
replace “regulation 8(1), (2), (3) or (4)” with “regulation 7A, 8(1), (2), (3), (4) or (5)”; and
replace “13A” with “13A(1) or (2)”.
Amendment of regulation 16
In the principal Regulations, in regulation 16(2)(a) and (b) and (3)(b) and (c), replace “, motorised wheelchair or mobility scooter” wherever it appears with “or mobility vehicle”.
Saving provision
Despite regulation 5, regulation 3C of the principal Regulations as in force immediately before 1 June 2026 continues to apply to or in relation to the riding or driving of a mobility vehicle during the grace period under section 19(4) of the Act mentioned in regulation 3C(2) of the principal Regulations as inserted by regulation 5.
