Active Mobility (National Parks Board — Exemption for Jurong Lake Gardens) Order 2026

This Order is in force for the period between 3 August 2026 and 30 November 2027 (both dates inclusive).

any harm or danger to the life, health or safety of any individual;

any destruction of, or damage to, any property; or

any harm or danger to the health or safety of the public;“Jurong Lake Gardens” means the area bounded by the black‑coloured line in the map set out in the Schedule;“National Parks Board” means the National Parks Board established by the repealed National Parks Act (Cap. 198A, 1991 Ed.) in force before 1 July 1996 and continued by section 3 of the National Parks Board Act 1996;“specified autonomous vehicle” means any autonomous motor vehicle that —

is authorised by the National Parks Board for use in Jurong Lake Gardens for a specified purpose;

is equipped with a mechanism that permits any individual to stop the autonomous motor vehicle from operating and moving when the mechanism is activated; and

is demonstrated to be able —

to detect and avoid any obstacle in the path of the autonomous motor vehicle;

to stop operating and moving when the mechanism mentioned in paragraph (b) is activated; and

to move within only a specific geographical area;“specified purpose” means any of the following purposes:

to carry out any works within Jurong Lake Gardens;

to transport any thing within Jurong Lake Gardens;

to monitor Jurong Lake Gardens for an emergency or a security threat;

to stand by in case of, or to respond to, an emergency within Jurong Lake Gardens.

the individual is authorised by the National Parks Board to initiate the operation and movement of the vehicle;

before initiating the operation and movement of the vehicle, the individual has ensured that —

the vehicle is programmed to be used only for a specified purpose; and

the vehicle is programmed to move at a speed not exceeding 6 km/h;

there is in force, at any time the vehicle is used in connection with a specified purpose, a policy of insurance in relation to the vehicle insuring against any liability in respect of —

the death of or any bodily injury sustained by any person (whether or not including an individual exempt under this paragraph); and

any property damage suffered by any person (whether or not including an individual exempt under this paragraph),caused by or arising out of the use of the vehicle;

the risk under the policy of insurance mentioned in sub‑paragraph (c) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
