10. Issue of shares, etc.

(a)
the vesting of any property, rights or liabilities of the Government in the Agency under this Act; or

“Agency” means the Agency for Science, Technology and Research established under section 3;
(b)
any capital injection or other investment by the Government in the Agency in accordance with any written law,the Agency must issue such shares or other securities to the Minister for Finance as that Minister may direct.
