Section 22

Whenever the Government has supplied any material free of charge for the prevention or eradication of any pest, any person who wilfully appropriates or uses the material for any purpose other than that for which it was supplied shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $500.
