The Minister may make regulations applying the provisions of the First and Third Schedules and any provision of this Act to such carriage by air, not being international carriage as defined in the First and Third Schedules, as may be specified in the regulations, subject to such exceptions, adaptations and modifications, if any, as may be specified.
