2. Exemption of person on legal aid who is not citizen or permanent resident

Section 165A(3) of the Act does not apply to a person mentioned in section 165A(1)(a) of the Act who —

is on the legal aid scheme under the International Child Abduction Act 2010; and

is not a citizen or permanent resident of Singapore.
