Section 102
(1)
For the purposes of this Constitution and except as hereinafter in this Part provided, the public services shall be —
(a)
the Singapore Armed Forces;
(b)
the Singapore Civil Service;
(c)
the Singapore Legal Service; and
(d)
the Singapore Police Force.
(2)
Except as otherwise expressly provided by this Constitution, the qualifications for appointments and conditions of service of persons in the public services may be regulated by law and, subject to the provisions of any such law, by the President.
