The Registrar must refuse to register, or to renew the registration of, a qualified individual —
Registrar
“Registrar” means the Registrar of Corporate Service Providers appointed under section 5(2)(a), and includes any Deputy Registrar or Assistant Registrar;
if the applicant is not or (in the case of an application to renew the registration of a qualified individual) ceases to be a qualified individual, or has not successfully completed a prescribed course or training;
if the Registrar is satisfied that the applicant is not a fit and proper person; or
if the applicant has had a previous registration as a registered qualified individual cancelled under section 21(2) or (3) less than 2 years before the date of his or her application for registration as a registered qualified individual.
In determining for the purposes of subsection (1)(b) whether an applicant is a fit and proper person, the Registrar may consider such factors as may be prescribed.
qualified individual
“qualified individual” means an individual who satisfies such criteria as may be prescribed for this definition;
registered qualified individual
“registered qualified individual” means a qualified individual who is registered under this Act, and includes —(a)a deemed registered qualified individual; and(b)a person who is treated under section 44(1) as registered under section 10 as a registered qualified individual;

registration
“registration” means registration of a registered corporate service provider or registered qualified individual, as the case may be;
