All necessary operations relating to the loading, shipping, unloading, unshipping, carrying, weighing, measuring, testing, opening, unpacking, repacking, bulking, sorting and marking of finished products for export under drawback arrangements, whether in the factory or at any other place, shall be performed by and at the expense of the manufacturer.
