Regulation 16

Any irregularity resulting from a failure to comply with any regulation in this Part before the Minister has determined an appeal does not of itself render the appeal proceedings void.

The Minister may give such direction as the Minister thinks just to cure or waive an irregularity mentioned in paragraph (1) before determining an appeal, if the Minister considers that any person may have been prejudiced by the irregularity.
