20. No unnecessary restraint
Feedback & supportThe person arrested must not be subjected to more restraint than is necessary to prevent his or her escape.
An employment agency inspector may use handcuffs or any similar means of restraint on a person arrested to prevent him or her from —
employment agency
“employment agency” means any agency or registry carried on or represented as being or intended to be carried on (whether for the purpose of gain or reward or not) for or in connection with the employment of persons in any capacity, but does not include any registry set up by an employer for the sole purpose of recruiting persons for employment on the employer’s own behalf;
inflicting any bodily injury to himself, herself or others;
damaging any property;
creating any disturbance; or
escaping from custody.
The handcuffs or means of restraint must not be used for the purpose of punishment.[19B
