14. Appeals
Feedback & supportAny person who is aggrieved by a decision of the Commissioner to —
Commissioner
“Commissioner” means the Commissioner for Employment Agencies appointed under section 3(1);
refuse to grant or renew a licence under section 7(2);
debar that person from applying or being granted a licence under section 7(5);
suspend or revoke a licence under section 10(1);
refuse to register an employment agency personnel under section 12(3); or
deregister an employment agency personnel under section 12(10),may, within 14 days of the date of receipt of the notice of the decision, appeal in writing to the Minister whose decision is final.
The Minister may, by writing under the hand of the Minister, delegate all or any of his or her powers under this section (except this power of delegation) to any public officer.

“public officer” means a person holding a paid office in the service of the Government;
A delegation under subsection (2) is revocable at will and no delegation prevents the exercise of any power under this section by the Minister.
A power so delegated, when exercised by the delegate, is, for the purposes of this section, deemed to have been exercised by the Minister.[13
