Amendment of paragraph 2
of Gambling Control (Fundraisers — Class Licence) (Amendment) Order 2026
In the Gambling Control (Fundraisers — Class Licence) Order 2022 (G.N. No. S 661/2022), in paragraph 2(1) —
in the definition of “approved purpose”, in paragraph (c), delete “or” at the end;
in the definition of “approved purpose”, replace paragraph (d) with —“(d)any sector member of the National Council of Social Service; or
in relation to a gambling service provided between 27 August 2026 and 26 August 2028 (both dates inclusive) by conducting a fundraiser lottery — any organisation that —
provides an indirect social service; or
provides services or mobilises resources for the benefit of the social service sector;”;
in the definition of “benefitting organisation”, replace paragraph (d) with —“(d)any sector member of the National Council of Social Service;
in relation to a fundraiser lottery conducted between 27 August 2026 and 26 August 2028 (both dates inclusive) — any organisation that —
provides an indirect social service; or
provides services or mobilises resources for the benefit of the social service sector;”;
in the definition of “eligible person”, replace paragraph (d) with —“(d)any sector member of the National Council of Social Service;
(da)in relation to a fundraiser lottery conducted between 27 August 2026 and 26 August 2028 (both dates inclusive) — any organisation that —
provides an indirect social service; or
provides services or mobilises resources for the benefit of the social service sector;”;
after the definition of “net proceeds”, insert —“ “organisation that provides an indirect social service” means any organisation that —
provides an indirect social service;
immediately before 1 August 2026, held an appointment as an associate Council member mentioned in section 15(1)(b) of the National Council of Social Service Act 1992 as in force immediately before 1 August 2026;
is registered under the Business Names Registration Act 2014 or the Societies Act 1966, incorporated under the Companies Act 1967, or established by or under any written law; and
has been carrying on business for a continuous period of at least 2 years;“organisation that provides services or mobilises resources for the benefit of the social service sector” means any organisation that —
has the primary function of providing services or mobilising resources (financial or in kind, including the services of volunteers) for the benefit of the social service sector;
immediately before 1 August 2026, held an appointment as an associate Council member mentioned in section 15(1)(b) of the National Council of Social Service Act 1992 as in force immediately before 1 August 2026;
is registered under the Business Names Registration Act 2014 or the Societies Act 1966, incorporated under the Companies Act 1967, or established by or under any written law; and
has been carrying on business for a continuous period of at least 2 years;”; and
after the definition of “scrutineer”, insert —“ “sector member of the National Council of Social Service” means a sector member as defined in section 2 of the National Council of Social Service Act 1992;”.
