Regulation 18

is a contracted carrier of —

a holder of an explosives licence authorising the holder to carry on a regulated activity involving a lower‑risk explosive that is not a specified lower‑risk explosive; or

a class licensee who is authorised by a class licence under paragraph 4 or 5 of the Guns, Explosives and Weapons Control (Dealing in Certain Lower‑risk Explosives — Class Licence) Order 2025 to carry out a regulated activity involving a lower‑risk explosive that is not a specified lower‑risk explosive;

transports by road outside of impermissible transport hours any relevant consignment of lower‑risk explosives consisting of 3 or more metric tonnes of a lower‑risk explosive that is not a specified lower‑risk explosive —

for or in connection with any regulated activity mentioned in sub‑paragraph (a);

by using a goods vehicle which —

is a suitable motor vehicle for that relevant consignment;

is marked in accordance with SS586; and

is driven by an individual who holds a HAZMAT driving licence and has successfully completed training conducted by the Singapore Civil Defence Force on the dangers of explosive precursors, the action to be taken in an emergency involving explosive precursors, and the requirements under the Fire Safety (Petroleum and Flammable Materials) Regulations with respect to the carrying of documents about lower‑risk explosives;

in packaging that is and is labelled in conformity with 3.2 of the UNRTDG Volume I and 5.2.2 of the UNRTDG Volume II; and

by travelling from a place to another place wholly within Singapore —

directly to its destination, taking the shortest route that does not involve travelling in a road tunnel and that, as far as is practicable, avoids densely populated areas and the Central Business District;

as far as practicable without stopping en‑route; and

without unpacking or opening in any way any of the lower‑risk explosives comprised in the relevant consignment while it is being conveyed;

transports the relevant consignment of lower‑risk explosives mentioned in sub‑paragraph (b) always covered during the Singapore journey and in a way so that those explosives comprised in the relevant consignment cannot be seen from inside or outside the vehicle by any individual other than an individual involved in the packing, loading or unloading of those explosives;

does not cause or allow any other dangerous goods to be carried on board the same motor vehicle used to transport the relevant consignment of lower‑risk explosives mentioned in sub‑paragraph (b) when transporting the relevant consignment unless the dangerous goods are compatible with those lower‑risk explosives according to the safety datasheet for those explosives; and

starts the Singapore journey transporting the relevant consignment of lower‑risk explosives mentioned in sub‑paragraph (b) only where there is established, by the class licensee or otherwise, for that journey, an emergency action plan appropriate to transporting that relevant consignment,is subject to a class licence authorising the person to transport the relevant consignment of lower‑risk explosives mentioned in sub‑paragraph (b) and to be in possession of a lower‑risk explosive that is not a specified lower‑risk explosive when so transporting that relevant consignment of lower‑risk explosives.
