Citation and commencement
These Rules are the Housing and Development (Appeals against Financial Penalties) (Amendment) Rules 2026 and come into operation on 26 June 2026.

Citation and commencement
These Rules are the Housing and Development (Appeals against Financial Penalties) (Amendment) Rules 2026 and come into operation on 26 June 2026.
New rule 4
In the Housing and Development (Appeals against Financial Penalties) Rules 2021 (G.N. No. S 562/2021), after rule 3, insert —“Designation of Second Minister4.—
The Minister may designate the Second Minister for National Development to hear and determine, in the Minister’s place, any appeal or a specific appeal, mentioned in rule 2.
A reference to the Minister in rules 2 and 3 includes a reference to the Second Minister designated under paragraph (1).”.
