Regulation 25

makes a false document for the purpose of obtaining any controlled drug from any authorised person; or

uses as genuine such a false document knowing or having reason to believe it to be false,shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $10,000 or to imprisonment for a term not exceeding 2 years or to both.
