Regulation 3(1)Part 1Procurement of urine specimen using manual procedure
1. A subject who is required to provide a specimen of his or her urine must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands.
2. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, select a master bottle that is pre‑packed and sealed from a lot of not less than 10 bottles provided by the enforcement officer and 2 containers that are pre‑packed and sealed from a lot of not less than 20 containers provided by the enforcement officer.3.—
The subject must then carry with him or her the master bottle and the 2 containers and be escorted by the enforcement officer (or any other officer authorised by the enforcement officer) to an appropriate place to provide his or her urine specimen.
The master bottle and 2 containers must, in the presence of the subject and officer escorting the subject, be removed from the sealed packs, whether before or after the subject is escorted to the appropriate place to provide his or her urine specimen.4.—
The subject must urinate into the master bottle.
The officer escorting the subject must ensure that the urine specimen in the master bottle is that of the subject and not that of any other person.Where urine specimen in master bottle is 60 ml or more5.—
Where the volume of the subject’s urine specimen in the master bottle is at least 60 ml, the subject or an enforcement officer must, in the presence of both of them, transfer at least 20 ml of the urine specimen from the master bottle into each of the 2 containers.
The enforcement officer is to use the remaining urine specimen in the master bottle for a urine screening test.
After the urine specimen has been removed from the master bottle for the urine screening test mentioned in sub‑paragraph (2), the master bottle must then be discarded.
While waiting for the screening test result, the 2 containers may be temporarily sealed by an enforcement officer and returned to the subject.
After the screening test result is ready, an enforcement officer must seal the 2 containers in the presence of the subject for the purpose of analysis by the Health Sciences Authority or the DSO National Laboratories (as the case may be), following the procedures set out in paragraph 13.Where urine specimen in master bottle is less than 60 ml6.—
Where the volume of the subject’s urine specimen in the master bottle is less than 60 ml, the subject or an enforcement officer may, in the presence of both of them, transfer some of the urine specimen from the master bottle into one of the 2 containers.
In a case where the urine specimen is transferred under sub‑paragraph (1), the enforcement officer is to use the transferred urine specimen in the container for a urine screening test.
After the urine specimen has been removed from the container for the urine screening test mentioned in sub‑paragraph (2), the container must then be discarded.
At any time before the subject makes a second attempt to provide more urine, the subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands again and then select one container that is pre‑packed and sealed from a lot of not less than 10 containers provided by the enforcement officer.
7. Before the subject provides more urine, the master bottle and any container that had earlier been removed from the sealed pack may be temporarily sealed by an enforcement officer and returned to the subject.
8. When the subject is ready to provide more urine, the subject must carry with him or her the same master bottle and the 2 containers and be escorted by an enforcement officer (or any other officer authorised by the enforcement officer) to an appropriate place to provide his or her urine specimen.9.—
The subject must urinate into the same master bottle.
The officer escorting the subject must ensure that the urine specimen in the master bottle is that of the subject and not that of any other person.
10. If the volume of urine specimen in the master bottle is still less than 60 ml, the process referred to in paragraphs 7, 8 and 9 must be repeated until the volume of urine specimen in the master bottle is at least 60 ml.11.—
If the volume of urine specimen in the master bottle is at least 60 ml, the subject or an enforcement officer must, in the presence of both of them, transfer at least 20 ml of the urine specimen from the master bottle into each of the 2 containers.
If a urine screening test has not been conducted yet, the procedures set out in paragraph 5(2), (3), (4) and (5) apply.
12. An enforcement officer must seal the 2 containers in the presence of the subject for the purpose of analysis by the Health Sciences Authority or the DSO National Laboratories (as the case may be), following the procedures set out in paragraph 13.Sealing of containers for analysis by Health Sciences Authority or DSO National Laboratories
13. An enforcement officer must observe the following procedures when sealing the 2 containers for the purpose of analysis by the Health Sciences Authority or the DSO National Laboratories, as the case may be:
the enforcement officer must ensure that the 2 containers are capped tightly and that there is no leakage;
the enforcement officer must enter the subject’s name, the number of the subject’s National Registration Identity Card, passport or other identification document, the date of the subject’s urine test and any other necessary details on 2 self‑adhesive labels;
the enforcement officer must allow the subject to check and sign the labels in the presence of the enforcement officer, and if the subject is unable to read, must read the particulars on the labels to the subject;
the enforcement officer must then affix the labels to seal the containers;
the subject or the enforcement officer must, in the presence of both of them, deposit one container of the urine specimen into each of the 2 security boxes which must be kept locked at all times until the boxes are delivered to the designated submission point at the Health Sciences Authority or the DSO National Laboratories, as the case may be.Part 2Procurement of urine specimen using automated system
1. A subject who is required to provide a specimen of his or her urine must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands.
2. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, select a master bottle that is pre‑packed and sealed from a lot of not less than 10 bottles provided by the enforcement officer.
3. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, remove the master bottle from the sealed pack and place the master bottle into an approved urine specimen labelling machine for the purpose of labelling the master bottle with the subject’s particulars. 4. The subject must then carry with him or her the master bottle and be escorted by the enforcement officer (or any other officer authorised by the enforcement officer) to an appropriate place to provide his or her urine specimen.5.—
The subject must urinate into the master bottle.
The officer escorting the subject must ensure that the urine specimen in the master bottle is that of the subject and not that of any other person.Where urine specimen in master bottle is 60 ml or more
6. Where the volume of the subject’s urine specimen in the master bottle is at least 60 ml, the subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands and then select a test tube from the lot of test tubes provided for the purpose of the urine screening test mentioned in paragraph 11.
7. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, place the test tube into the approved urine specimen labelling machine for the purpose of labelling the test tube with the subject’s particulars.
8. The subject must then carry with him or her the master bottle and the test tube and be escorted by the enforcement officer to an approved urine specimen handling machine.
9. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, select a plastic ring from the lot of plastic rings provided for the subject’s use, and then place the plastic ring, master bottle and test tube into the approved urine specimen handling machine. 10. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands and select a syringe that is pre‑packed and sealed from a lot of not less than 10 syringes provided for the subject’s use, and, after removing the syringe from the sealed pack, place the syringe into the approved urine specimen handling machine.
11. After the approved urine specimen handling machine has transferred part of the urine specimen in the master bottle (leaving at least 40 ml of urine remaining in the master bottle) into the test tube, the enforcement officer is to use the urine specimen in the test tube for a urine screening test.
12. After the screening test result is ready, where the subject’s urine specimen is to be sealed for the purpose of analysis by the Health Sciences Authority, the subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands, before selecting 2 containers each of which is pre‑packed and sealed from a lot of not less than 20 containers provided by the enforcement officer.
13. The subject must then carry with him or her the 2 containers and be escorted by the enforcement officer to the approved urine specimen handling machine.
14. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, remove the 2 containers from the sealed packs and place the 2 containers into the approved urine specimen handling machine. 15. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands and select a syringe that is pre‑packed and sealed from a lot of not less than 10 syringes provided for the subject’s use, and, after removing the syringe from the sealed pack, place the syringe into the approved urine specimen handling machine.
16. After the approved urine specimen handling machine has transferred at least 20 ml of the urine specimen in the master bottle into each of the 2 containers, the subject must carry with him or her the 2 containers and be escorted by the enforcement officer to an approved urine specimen sealing machine.
17. The subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, place the 2 containers into the approved urine specimen sealing machine.18.—
The subject must, in the presence of an enforcement officer, check his or her particulars that are displayed on the approved urine specimen sealing machine and verify them by signing on the display.
If the subject is unable to read, the enforcement officer must read the particulars to the subject.
19. After the approved urine specimen sealing machine has sealed the 2 containers, the subject or an enforcement officer must, in the presence of both of them, deposit one container of the urine specimen into each of the 2 security boxes which must be kept locked at all times until after the boxes are delivered to the designated submission point at the Health Sciences Authority.Where urine specimen in master bottle is less than 60 ml
20. Where the volume of the subject’s urine specimen in the master bottle is less than 60 ml, the master bottle may be temporarily sealed by an enforcement officer and returned to the subject.
21. At any time before the subject makes a second attempt to provide more urine, the subject must, upon direction of an enforcement officer and in the enforcement officer’s presence, wash and dry his or her hands again.
22. When the subject is ready to provide more urine, the subject must carry with him or her the same master bottle and be escorted by an enforcement officer (or any other officer authorised by the enforcement officer) to an appropriate place to provide his or her urine specimen.23.—
The subject must urinate into the same master bottle.
The officer escorting the subject must ensure that the urine specimen in the master bottle is that of the subject and not that of any other person.
24. If the volume of the urine specimen in the master bottle is still less than 60 ml, the process referred to in paragraphs 20 to 23 must be repeated until the volume of urine specimen in the master bottle is at least 60 ml.
25. If the volume of urine specimen in the master bottle is at least 60 ml, the procedures set out in paragraphs 6 to 19 apply.”.
