Parking Places (Digital Payment — Parking Charges) (Amendment) Rules 2026

delete the definition of “digital parking system application” or “DP app”; (b)after the definition of “parking session”, insert —“ “Parking.sg app” means a digital payment software application that —

operates on mobile devices (such as smartphones and tablet computers); and

is approved by the Superintendent for use to make digital payment of the parking charges for any parking session within a coupon parking place in accordance with rule 4;“Parking@HDB app” means a digital payment software application that —

operates on mobile devices (such as smartphones and tablet computers); and

is approved by the Superintendent for use to make digital payment of the parking charges for any parking session within a Parking@HDB parking place in accordance with rule 5;”; and

after the definition of “Parking@HDB parking place”, insert —“ “roadside electronic parking application” or “REP app” means a digital payment software application that —

operates on the in‑vehicle unit of a vehicle; and

is approved by the Superintendent for use to make digital payment of the parking charges for any parking session within a coupon parking place in accordance with rule 4A;”.

in the rule heading, after “coupon parking places”, insert “using Parking.sg app”;

in paragraph (1), replace “who intends to pay parking charges for a parking session from parking a vehicle in a coupon parking place may, in lieu of the method described in the Parking Places (Coupon Parking) Rules, pay those parking charges” with “mentioned in rule 3 may pay the parking charges mentioned in that rule”; and

in paragraphs (1)(a) and (b), (2) and (3), replace “DP app” with “Parking.sg app”.

A person mentioned in rule 3 may pay the parking charges mentioned in that rule using the REP app by the method described in paragraph (2) or (3).

Where the person has authorised the parking charges to be paid in whole by electronic funds transfer using the person’s credit card or debit card or any other payment facility available for use on the backend payment service account that is registered to the in‑vehicle unit of the vehicle, the person may pay the parking charges —

first, by —

triggering a parking prompt at the start of the parking session by —

staying within the coupon parking place for a reasonable period of time; or

tapping on a P icon that is digitally displayed on the in‑vehicle unit of the vehicle;

confirming that the parking prompt correctly displays the coupon parking place within which the vehicle is parked; and

confirming that the parking session has begun; and

then, by ending the parking session within the coupon parking place.

Where the person has not authorised the parking charges to be paid in whole by electronic funds transfer using the person’s credit card or debit card or any other payment facility available for use on the backend payment service account that is registered to the in‑vehicle unit of the vehicle, the person may pay the parking charges —

first, by using the REP app in the manner described in paragraph (2)(a);

then, by inserting a compatible stored‑value card into the in‑vehicle unit before the vehicle leaves the coupon parking place; and

then, by allowing the parking charges to be paid in whole by electronic funds transfer deducted from the compatible stored‑value card when the vehicle leaves the coupon parking place.PART 3digital payment of parking charges for Parking@hdb parking places”.

in the rule heading, replace “Paying” with “Methods of digital payment of”;

in paragraph (1), replace “A person who intends to pay parking charges for a parking session from parking a vehicle in a Parking@HDB parking place may, in lieu of the method described in the Parking Places Rules, pay those parking charges” with “Without limiting rule 7(1)(b) of the Parking Places Rules, a person who parks a vehicle for a parking session within a Parking@HDB parking place during any period during which parking charges are payable may pay the parking charges for the parking session”;

in paragraphs (1), (2) and (3), replace “DP app” wherever it appears with “Parking@HDB app”; and

in paragraph (4)(a) and (b), replace “cashcard” with “compatible stored‑value card”.
