Subject to subsection (2), this Act does not apply to any public authority.
public authority
“public authority” means —(a)the Government, including any ministry, department or agency of the Government, or an Organ of State; or(b)any body established or constituted by or under a public Act to perform or discharge any public function;
The Minister may by order declare that a public authority is one to which this Act applies.
