42. General

(1)
A prisoner is not allowed to receive any visitor or send or receive any letter without —
(a)
the written order of the Commissioner;
(b)
permission granted in accordance with this Division; or
(c)
authorisation under this Division.
(2)
In this Division, a letter includes an electronic mail.
