91. Discretion of Superintendent to modify routine

The Superintendent of a prison may modify the routine of the prison in regard to a person mentioned in regulation 90, so far as to dispense with any practice which, in the Superintendent’s opinion, is clearly unnecessary or unsuitable in the case of that particular prisoner.
