16. Board to supply water, etc.

(1)
Subject to the provisions of this Act, the Board may supply water, gas and electricity to any person who undertakes to enter into a contract with the Board for the supply of water, gas or electricity upon such terms and conditions as the Board may determine.
(2)
The Board may in its discretion refuse to give such supply to any building which has been erected in contravention of any written law or which is in a ruinous or dangerous condition.
