Section 3

Sanction by President of railway construction

(1)

If the Government, or the government of Malaysia, or any company is desirous of constructing a railway within Singapore, it shall deposit with the Secretary to the Cabinet a scheme for such railway stating the general direction and terminal points of the proposed railway, accompanied by a map, and thereupon the President, after making such inquiries as he thinks fit, may reject or provisionally approve the scheme.

(2)

In case the President provisionally approves the scheme, sections 3 and 4 of the Land Acquisition Act 1966 shall be applicable to the lands likely to be needed for the purposes of such railway.
