Prohibition of persons to be carried on floor of vehicle unless all passenger seats have been filled up

Subject to rules 5(1) and 8(1), no person shall be carried on the floor of a goods vehicle which has an open deck for the carriage of goods, whether such person is seated or otherwise, unless every passenger seat provided in the driver’s cabin, or any additional cabin or enclosed space provided for the carriage of passengers or goods and which is adjacent to or is an extension of the cabin for the driver, is filled up.
