Subregulation 1
No person shall drive, or cause or permit a person to drive, a goods vehicle carrying passengers if the clear floor space of the deck available for each passenger is less than 0.372 square metres.

No owner of a goods vehicle shall allow the goods vehicle to be driven in contravention of paragraph (1).
