Citation and commencement
These Rules are the Road Traffic (International Circulation) (Amendment) Rules 2026 and come into operation on 1 April 2026.

Road Traffic (International Circulation) (Amendment) Rules 2026 is Singapore Subsidiary Legislation, cited as Subsidiary Legislation S142 2026, currently marked in force and first recorded in 2026.
Citation and commencement
These Rules are the Road Traffic (International Circulation) (Amendment) Rules 2026 and come into operation on 1 April 2026.
Amendment of rule 2
In the Road Traffic (International Circulation) Rules (R 7) (called in these Rules the principal Rules), in rule 2(1), in the definition of “ASEAN member country” —
in paragraph (e), before “Union”, insert “Republic of the”; and
in paragraph (h), replace “Vietnam” with “Viet Nam”.
Amendment of rule 20A
In the principal Rules, in rule 20A(2), after “for such period”, insert “and subject to such conditions”.
Amendment of rule 21
In the principal Rules, in rule 21 —
renumber the rule as paragraph (1) of that rule; and
after paragraph (1), insert —“(2) In addition to paragraph (1), the Registrar or an authorised officer may —
refuse to grant a vehicle entry permit in respect of a motor vehicle if it appears to the Registrar or authorised officer that —
there had previously been a breach of any condition of any vehicle entry permit that was previously granted in respect of the motor vehicle; or
the driver of the motor vehicle had previously failed to comply with any of the rules under this Part; or
cancel a vehicle entry permit that is already granted in respect of a motor vehicle if it appears to the Registrar or authorised officer that there has been a breach of any of the conditions under which the vehicle entry permit is granted, or the driver of the motor vehicle has failed to comply with any of the rules under this Part.”.
Amendment of rule 22F
In the principal Rules, in rule 22F —
after paragraph (1), insert —“(1A) In addition to paragraph (1), the Registrar may refuse to grant a permit in respect of a motor vehicle if it appears to the Registrar that —
there had previously been a breach of any condition of any permit that was previously granted in respect of the motor vehicle; or
the driver of the motor vehicle had previously failed to comply with any of the rules under this Part.”; and
after paragraph (2), insert —“(3) Any fee that is paid under rule 22B(3)(c) in respect of a permit that is cancelled under paragraph (1) is not refundable, in whole or in part.
Despite paragraph (3), the Registrar may, in his or her discretion, refund in whole or in part, any fee paid under rule 22B(3)(c).”.
Amendment of First Schedule
In the principal Rules, in the First Schedule, replace “Vietnam” with “Socialist Republic of Viet Nam”.
Saving and transitional provisions
Rule 21 of the principal Rules, as amended by rule 4, applies in respect of the cancellation of any vehicle entry permit, whether the vehicle entry permit was granted before, on or after 1 April 2026.
Rule 22F of the principal Rules, as amended by rule 5, applies in respect of the cancellation of any ASEAN GV Permit or ASEAN PSV Permit, whether the permit was granted before, on or after 1 April 2026.
In this rule —
“ASEAN GV Permit” means an ASEAN GV permit granted under Part IVA of the principal Rules;
“ASEAN PSV Permit” means an ASEAN PSV permit granted under Part IVA of the principal Rules;
“vehicle entry permit” has the meaning given by rule 2(1) of the principal Rules.
