Clause 23

Any person who is aggrieved by any decision of the Registrar under this Part, other than a decision under section 22, may appeal to the Minister and any person who is aggrieved by the decision of the Registrar under section 22 may appeal to the High Court so long as the appeal in each case is made within thirty days of the decision of the Registrar.

In any appeal under this section the decision of the Minister or the Court, as the case may be, shall be final and shall be given effect to by the Registrar.
