Findings
Subregulation 1
A committee shall in its record of proceedings set out facts which were found to be proved, and the finding shall be so framed as to include a clear and concise summary of the matter under inquiry in easily readable form.
Subregulation 2
When a committee finds that injury or death to a person subject to military law has been caused by the wrongful act or negligence of a specified person or persons, it may express an opinion as to the specific person or persons responsible for the injury or death and may, wherever possible or necessary, apportion the degree of responsibility.
Subregulation 3
A committee may record what steps have been taken since the injury or death to prevent a recurrence and may make any recommendation it thinks fit for the purpose of preventing the recurrence, but it shall not recommend any disciplinary action.
