Singapore Civil Defence Force Overseas Service Medal Rules 2007

In these Rules, unless the context otherwise requires, “eligible person” means a person who, at the time he renders the service as specified in rule 4 —

For the purposes of these Rules, a person is a member of the Singapore Civil Defence Force if he renders in the Singapore Civil Defence Force full-time service, reserve service, regular service, mobilised service, national service or voluntary service.

A medal to be designated and styled the Pingat Perhidmatan Seberang Laut Pasukan Pertahanan Awam (The Singapore Civil Defence Force Overseas Service Medal) (referred to in these Rules as “the Medal”) may be awarded by the Permanent Secretary, Ministry of Home Affairs to an eligible person —

The Medal may be awarded posthumously.

The Medal may be awarded to any eligible person who has rendered service in any country or territory outside Singapore under one or more of the following conditions:

An eligible person to whom the Medal has been awarded for his participation in an operation may be awarded a Bar if he further qualifies for the award of the Medal through his participation in a different operation.

An eligible person who is awarded or qualifies for a Medal or a Bar in respect of an operation referred to in paragraph (1)(a) or (b) may be awarded a Bar (Enhanced) for his further participation in that same operation —

The Medal shall consist of a triangle upon a circular medal in 925 sterling silver and shall measure 34 mm in width and 3 mm in thickness.

The obverse side of the Medal shall bear the Singapore Coat-of-Arms encircled by the inscriptions “CIVIL DEFENCE FORCE” above the Coat-of-Arms and “SINGAPORE” beneath the Coat-of-Arms.

The reverse side of the Medal shall bear a map of Southeast Asia and Australia with the inscription “OVERSEAS SERVICE”.

The Medal shall be of the design set out in the Schedule.

The Bar shall be represented by a clasp, in 925 sterling silver and shall measure 33 mm in length and 10 mm in width, to be attached to the ribbon by which the Medal is suspended.

For each stint of overseas service performed by the recipient, there shall be one Bar inscribed with the name of the country where, and the year in which, the service was performed on the ribbon.

The Medal shall be worn by the recipient on the left side of the outer garment suspended by a ribbon 33 mm in width and 50 mm in length.

The ribbon shall have vertical stripes in orange, white, blue and maroon.

The centre of the ribbon shall have a maroon stripe of 5 mm in width flanked on each side by a white stripe of 7 mm in width with a blue stripe of 1 mm in width running through its centre, followed by an orange stripe of 7 mm in width.

The Bar or Bar (Enhanced) shall be attached to the ribbon by which the Medal is suspended.

Where a person has been awarded more than 3 Bars or Bars (Enhanced), as the case may be, the most recent 3 Bars or Bars (Enhanced) shall be attached.

Where a person is awarded the Bar (Enhanced) for the same operation a Bar has been awarded earlier, the recipient shall attach the Bar (Enhanced) in replacement of the Bar awarded earlier for the same operation.

Where a person has been awarded 4 or more Bars or Bars (Enhanced), a sliver clasp with numeral denoting the number of Bars or Bars (Enhanced) the recipient has been awarded, as the case may be, shall be attached above the Bars or Bars (Enhanced) in the centre of the ribbon.

The Permanent Secretary, Ministry of Home Affairs may forfeit any Medal, Bar or Bar (Enhanced) awarded to any person under these Rules if the person —

Any Medal, Bar or Bar (Enhanced) forfeited may be restored by the Permanent Secretary, Ministry of Home Affairs at his discretion.

A notice of the forfeiture or restoration of any Medal, Bar or Bar (Enhanced) shall be published in the Gazette.

The loss or destruction of a Medal, Bar or Bar (Enhanced) shall, if replacement is desired, be reported by the recipient to the Commissioner of Civil Defence, who may, if the Commissioner of Civil Defence is satisfied that the circumstances in which the loss or destruction occurred are such as to justify replacement, approve the replacement subject to payment made by the recipient to cover the cost of replacement thereof.

No such report shall be made until 6 months after the recipient first becomes aware of the alleged loss or destruction.

The Singapore Civil Defence Force Overseas Service Medal Rules 1993 (G.N. No. 3211/93) are revoked.

Any person who has been awarded a Singapore Civil Defence Force Overseas Service Medal and any Bar under the revoked Rules shall be treated for the purposes of these Rules as if the award of the Medal or Bar had been made under these Rules and such person shall be eligible for the award of a Bar or Bar (Enhanced) to the Medal under these Rules if the requirements in rule 4 are satisfied.
