(1)
The Board may, in respect of a specified matter or class of matters, by writing, delegate to a member, officer or committee of the Board or agent any of its functions or powers under this Act or under any other written law.

Every member, officer, committee or agent purporting to act pursuant to a delegation under this section is presumed, in the absence of proof to the contrary, to be acting in accordance with the terms of the delegation.
