The Registrar shall not be obliged to issue a certificate of entitlement to the applicant offering the highest proposal amount and the Registrar’s determination of successful applications shall be final.

The Registrar shall notify every applicant of the outcome of his application.

Any deposit paid by an unsuccessful applicant under rule 7(2) shall be refunded to him without interest upon the determination of the successful applicants.
