Issue of certificates of entitlement in special circumstances

Notwithstanding anything in this Part and subject to paragraph (2), the Registrar may —

(a)

in special circumstances and with the approval of the Minister; or (b)in the event that a PU-registered vehicle is kept or used outside Pulau Ubin in breach of rule 3B of the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5),issue, subject to such terms and conditions as he may think fit to impose, a certificate of entitlement to an applicant upon payment by the applicant of a levy equivalent to the levy payable under rule 24(3)(a) for the renewal of a certificate of entitlement for a vehicle of the same class as the vehicle in respect of which the application is being made.

Where a certificate of entitlement issued in respect of a PU-registered vehicle under paragraph (1) is valid for a period of less than 10 years, the levy payable for that certificate of entitlement shall be computed on a pro-rata basis.
