Regulation 3

Use of expressway by excluded vehicles

Subregulation 1

Except as otherwise provided by these Rules, no person shall use any excluded vehicle, or cause or permit any excluded vehicle to be used, on any part of an expressway.

Subregulation 2

The Authority may, if it thinks fit, grant a permit authorising an excluded vehicle to be used on an expressway —

(a)

for the maintenance, repair, improvement, cleaning or clearance of any part of the expressway;

(b)

for the erection, laying, maintenance, alteration or removal of any structure, works, apparatus or any other thing on, under or over any part of the expressway; or

(c)

for the purpose of enabling the excluded vehicle to cross an expressway or to secure access to any premises abutting on or adjacent to the expressway.

Subregulation 3

Where by reason of any emergency the use of any road (not being an expressway) by any excluded vehicle is rendered impossible or unsuitable, the Authority may —

(a)

grant a permit authorising the excluded vehicle to be used on an expressway or any part thereof as an alternative road for the period during which the use of the road by the excluded vehicle continues to be impossible or unsuitable; and

(b)

relax any prohibition or restriction imposed by these Rules in so far as the Authority considers necessary to do so in connection with the use of the expressway or any part thereof by any excluded vehicle in pursuance of any permit granted under this rule.
