3. Private employer and statutory body to employ only persons from register

It is hereby directed that —

every private employer employing more than 10 employees; and

every statutory body,shall not, except with the consent of the Director, engage or re-engage any employee otherwise than from among the persons whose names appear in the register kept by the Director.
