Regulation 25

Negligible volume of subsidised or dumped imports

Subregulation 1

The volume of subsidised imports from a country of export is regarded as negligible under section 10(3)(b) of the Act —

(a)

if the volume of subsidised imports from that country accounts for less than 3% of the total volume of imports of the like goods into Singapore, unless subsidised imports from countries which individually account for less than 3% of the total imports of the like goods into Singapore collectively account for more than 7% of the total imports of the like goods into Singapore; or

(b)

where the country of export is a developing country, if the total volume of subsidised imports from that country accounts for less than 4% of the total volume of imports of the like goods into Singapore, unless subsidised imports from developing countries which individually account for less than 4% of the total imports of the like goods into Singapore collectively account for more than 9% of the total imports of the like goods into Singapore.

Subregulation 2

For the purpose of determining whether the volume of imports of the subject goods is negligible under section 24(3)(b) of the Act, the Minister must only consider subject goods that are found to be dumped.
