Penalty
Any person who contravenes regulation 3, 4, 5, 6, 7, 8, 9 or 10 shall be guilty of an offence and shall be liable —
(a)
on the first conviction to a fine not exceeding $10,000 and, in the case of a continuing offence, to a further fine not exceeding $300 for every day or part thereof during which the offence continues after conviction; and
(b)
on a second or subsequent conviction to a fine not exceeding $20,000 and, in the case of a continuing offence, to a further fine not exceeding $500 for every day or part thereof during which the offence continues after conviction.
