This Order is the Health Products (Medical Devices and Therapeutic Products for World Aquatics Delegations — Exemption) Order 2025 and comes into operation on 4 July 2025.

Regulation 2

Definitions

In this Order —“applicable health product” means a health product categorised as a medical device or a therapeutic product in the First Schedule to the Act;“exemption period” means the period between 4 July 2025 and 2 September 2025 (both dates inclusive);“medical practitioner” means an individual who is registered temporarily as a medical practitioner under section 23(1)(c) of the Medical Registration Act 1997 and has a valid practising certificate;“medical professional” means a medical practitioner or any other healthcare professional, but does not include a veterinarian;“World Aquatics” means the world governing body for the sport of aquatics known as World Aquatics;“World Aquatics Championships 2025” means the World Aquatics Championships — Singapore 2025 to be held in Singapore between 11 July 2025 and 3 August 2025 (both dates inclusive);“World Aquatics delegation” means a group of persons comprising athletes selected to compete at the World Aquatics Championships 2025 as representatives of a World Aquatics Member Federation, and their respective coaches, medical professionals and officials;“World Aquatics Member Federation” means a national federation affiliated to World Aquatics in a country or a geographical territory or region recognised by World Aquatics.

Exemption from requirements on import

Subregulation 1

A medical professional who is a member of a World Aquatics delegation who, during the exemption period, imports any applicable health product for the use, or intended use, by the medical professional for a specified purpose is exempt from sections 13(1), (3) and (4), 42(1) and 44(1) of the Act, if the medical professional satisfies the conditions mentioned in paragraph 5.

In sub-paragraph (1), “specified purpose” means to manage or treat a condition of any member of the same World Aquatics delegation arising in Singapore during the exemption period because of his or her participation as a member of that same World Aquatics delegation.

Regulation 4

Exemption from requirements on supply

A medical professional who is a member of a World Aquatics delegation who, during the exemption period, supplies any applicable health product imported by the medical professional under paragraph 3 to any member of that same World Aquatics delegation is exempt from sections 15(1), 17(1), 18(1), 42(1) and 44(1) of the Act, if the medical professional satisfies the conditions mentioned in paragraph 5.

Conditions of exemptions

The exemptions mentioned in paragraphs 3 and 4 for a medical professional who is a member of a World Aquatics delegation are subject to the following conditions:

(a)

the medical professional must, during the exemption period, maintain a list specifying the name and quantity of every applicable health product the medical professional imports;

(b)

the medical professional must ensure that the quantity of every applicable health product imported by the medical professional does not exceed the quantity necessary to manage or treat all members of that same World Aquatics delegation for one month, having regard to either of the following:

(i)

if the applicable health product is a medical device — any usage instruction recommended by the manufacturer of the medical device;

(ii)

if the applicable health product is a therapeutic product — any dosage recommended by the manufacturer of the therapeutic product;

(c)

the medical professional must not supply any applicable health product imported by the medical professional to a person who is not a member of that same World Aquatics delegation;

(d)

the medical professional must, during the exemption period, ensure the proper control of the supply of every imported applicable health product to any member of that same World Aquatics delegation and the proper safekeeping of every imported applicable health product;

(e)

where any applicable health product imported by the medical professional remains unused, the medical professional must export the applicable health product out of Singapore —

(i)

by the end of the exemption period; or

(ii)

at any earlier time when the medical professional leaves Singapore.

Regulation 6

Exemption from requirements on supply by export

A medical professional who is a member of a World Aquatics delegation is exempt from section 14(1), (2) or (3) of the Act when supplying any applicable health product by export to a party outside Singapore under paragraph 5(e).
