Citation and commencement
These Regulations are the Tobacco and Vaporisers Control (Urine Specimens and Urine Tests) Regulations 2026 and come into operation on 1 May 2026.

Tobacco and Vaporisers Control (Urine Specimens and Urine Tests) Regulations 2026 is Singapore Subsidiary Legislation, cited as Subsidiary Legislation S251 2026, currently marked in force and first recorded in 2026.
Citation and commencement
These Regulations are the Tobacco and Vaporisers Control (Urine Specimens and Urine Tests) Regulations 2026 and come into operation on 1 May 2026.
Definitions
In these Regulations —“DSO National Laboratories” means the company incorporated under the Companies Act 1967 as DSO National Laboratories (UEN 199701777M);“enforcement officer” means —
an authorised officer appointed under section 19 of the Act;
a supervising officer appointed under section 19A(2) of the Act; or
a serviceman in the Singapore Armed Forces who is appointed by the Minister as an enforcement officer under section 19J(3) of the Act.
“DSO National Laboratories” means the company incorporated under the Companies Act 1967 as DSO National Laboratories (UEN 199701777M);
“enforcement officer” means —
an authorised officer appointed under section 19 of the Act;
a supervising officer appointed under section 19A(2) of the Act; or
a serviceman in the Singapore Armed Forces who is appointed by the Minister as an enforcement officer under section 19J(3) of the Act.
Collection of urine specimens
Every person who is required to provide his or her urine specimen for urine tests under section 19J or 19R(5)(b) of the Act (called in these Regulations a subject), and every enforcement officer who collects the urine specimen, must do so in accordance with the First Schedule.
Collection and delivery of security boxes
Every person involved in the collection and delivery of urine specimens deposited in security boxes must do so in accordance with the Second Schedule.
No person may have possession of the key to any security box unless the person is authorised to do so by —
the Permanent Secretary to the Ministry of Health;
the Chief Executive; or
the Chief Executive Officer of the DSO National Laboratories.
Urine test
Where a subject’s urine specimens are sent to the Health Sciences Authority for urine tests, the Chief Executive must arrange for each of the 2 urine specimens to be tested by a different officer.
Where a subject’s urine specimens are sent to the DSO National Laboratories for urine tests, the Chief Executive Officer of the DSO National Laboratories must arrange for each of the 2 urine specimens to be tested by a different officer.
The results of the 2 urine tests mentioned in paragraph (1) or (2) (as the case may be) must be sent to the enforcement officer in charge of the subject’s case.
FIRST SCHEDULE
Regulation 3
COLLECTION OF URINE SPECIMEN
1. A subject who is required to provide a specimen of his or her urine must, upon
direction of an enforcement officer, wash and dry his or her hands.
2. The subject must, upon direction of an enforcement officer and in the
enforcement officer’s presence, choose a master bottle that is pre‑packed and
sealed from a lot of not less than 10 bottles provided by the enforcement officer
and 2 containers that are pre‑packed and sealed from a lot of not less than
20 containers provided by the enforcement officer.

The subject must then carry the master bottle and the 2 containers
mentioned in paragraph 2 and be escorted by the enforcement officer to an
appropriate place to provide his or her urine specimen.
The master bottle and 2 containers must, in the presence of the subject and
enforcement officer escorting the subject, be removed from the sealed packs,
whether before or after the subject is escorted to the appropriate place to provide
his or her urine specimen.

The subject must urinate into the master bottle.
The enforcement officer escorting the subject must ensure that the urine
specimen in the master bottle is that of the subject and not that of any other person.
Where urine specimen in master bottle is 80 ml or more
5.—
Where the volume of the subject’s urine specimen in the master bottle is
80 ml or more, the subject or an enforcement officer must, in the presence of both
of them, transfer at least 30 ml of the urine specimen from the master bottle into
each of the 2 containers.
The enforcement officer is to use the remaining urine specimen in the master
bottle for a urine screening test.
After the urine specimen has been removed from the master bottle for the
urine screening test mentioned in sub‑paragraph (2), the master bottle must then be
discarded.
While waiting for the screening test result, the 2 containers may be
temporarily sealed by an enforcement officer and returned to the subject.
After the screening test result is ready, an enforcement officer must seal the
2 containers in the presence of the subject for the purpose of analysis by the Health
Sciences Authority or the DSO National Laboratories (as the case may be),
following the procedures set out in paragraph 13.

Where urine specimen in master bottle is less than 80 ml
6.—
Where the volume of the subject’s urine specimen in the master bottle is
less than 80 ml, the subject or an enforcement officer may, in the presence of both
of them, transfer some of the urine specimen from the master bottle into one of the
2 containers.
In a case where the urine specimen is transferred under sub‑paragraph (1),
the enforcement officer is to use the transferred urine specimen in the container for
a urine screening test.
After the urine specimen has been removed from the container for the urine
screening test mentioned in sub‑paragraph (2), the container must then be
discarded.
At any time before the subject makes a second attempt to provide more urine,
the subject must, upon direction of an enforcement officer, wash and dry his or her
hands again and choose one container that is pre‑packed and sealed from a lot of
not less than 10 containers provided by the enforcement officer.
7. Before the subject provides more urine, the master bottle and any container
that had earlier been removed from the sealed pack may be temporarily sealed by
an enforcement officer and returned to the subject.
8. When the subject is ready to provide more urine, the subject must carry the
same master bottle and the 2 containers and be escorted by an enforcement officer
to an appropriate place to provide his or her urine specimen.

The subject must urinate into the same master bottle.
The enforcement officer escorting the subject must ensure that the urine
specimen in the master bottle is that of the subject and not that of any other person.
10. If the volume of urine specimen in the master bottle is still less than 80 ml,
the process referred to in paragraphs 7, 8 and 9 must be repeated until the volume
of urine specimen in the master bottle is 80 ml or more.
11.—
If the volume of urine specimen is 80 ml or more, the subject or an
enforcement officer must, in the presence of both of them, transfer at least 30 ml of
the urine specimen from the master bottle into each of the 2 containers.
If a screening test has not been conducted yet, the procedures set out in
paragraph 5(2), (3), (4) and (5) apply.
12. An enforcement officer must seal the 2 containers in the presence of the
subject for the purpose of analysis by the Health Sciences Authority or the DSO
National Laboratories (as the case may be), following the procedures set out in
paragraph 13.

Sealing of containers for analysis by Health Sciences Authority or DSO
National Laboratories
13. An enforcement officer must observe the following procedures when sealing
the 2 containers for the purpose of analysis by the Health Sciences Authority or the
DSO National Laboratories, as the case may be:
the enforcement officer must ensure that the 2 containers are capped
tightly and that there is no leakage;
the enforcement officer must enter the subject’s name, the number of
the subject’s National Registration Identity Card, passport or other
identification document, the date of the subject’s urine test and any
other necessary details on 2 self‑adhesive labels;
the enforcement officer must allow the subject to check and sign the
labels in the presence of the enforcement officer, and if the subject is
unable to read, must read the particulars on the labels to the subject;
the enforcement officer must then affix the labels to seal the containers
in the presence of the subject;
the subject or the enforcement officer must, in the presence of both of
them, deposit one container of the urine specimen into each of the
2 security boxes which must be kept locked at all times until the boxes
are delivered to the designated submission point at the Health Sciences
Authority or the DSO National Laboratories, as the case may be.
SECOND SCHEDULE
Regulation 4(1)
COLLECTION AND DELIVERY OF URINE SPECIMENS AND
SECURITY ARRANGEMENTS FOR COLLECTION AND DELIVERY
1. An enforcement officer must arrange for the delivery of the 2 security boxes
as soon as practicable to the designated submission point at the Health Sciences
Authority or the DSO National Laboratories, as the case may be.
2. After the 2 security boxes have been delivered to the designated submission
point at the Health Sciences Authority or the DSO National Laboratories (as the
case may be), the officer who has custody of the key must unlock the 2 boxes and
empty their contents in the presence of the officer who delivered the boxes.
3. The empty security boxes must be re-locked and handed back to the officer
who delivered the boxes.
