5. Muslim religious schools must be registered

A person must not conduct a Muslim religious school unless it is registered by the Majlis.
An individual does not conduct a Muslim religious school requiring registration under paragraph (1) merely because he or she habitually provides Islamic instruction exclusively to his or her family members.
A person who contravenes paragraph (1) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 12 months or to both.
A Muslim religious school, as defined by section 86A of the Act, that was conducted, and remained unregistered, immediately before 2 October 2026 is deemed to be a registered Muslim religious school —
until 31 March 2027; or
if the proprietor of the school applies for the school to be registered on or before 31 March 2027 — until the date on which the school is registered or the application for registration is refused or withdrawn.
