Section 3

Establishment of Board of Architects

(1)

There shall be a Board to be called the Board of Architects which shall be a body corporate with perpetual succession and a common seal and may sue and be sued.

(2)

The Board shall consist of the following members:

(a)

a President to be appointed by the Minister;

(b)

the Deputy Director (Development and Building Control) of the Public Works Department;

(c)

an architect of the Public Works Department to be appointed by the Minister;

(d)

the Head of the School of Architecture, National University of Singapore;

(e)

four registered architects of at least 5 years’ standing in Singapore to be appointed by the Minister, two of whom shall be appointed on the nomination of the Singapore Institute of Architects; and

(f)

one professional engineer to be appointed by the Minister on the nomination of the Professional Engineers Board.

(3)

The President and members of the Board under subsection (2)(c), (e) and (f) shall be appointed for a term not exceeding 3 years but may from time to time be re-appointed, and may at any time be removed from office by the Minister.

(4)

If any appointed member of the Board dies, resigns, or is removed from office, the vacancy so created shall as soon as practicable be filled in the manner in which the appointment to the vacant office was made; and every person so appointed shall hold office for the residue of the term for which his predecessor was appointed.

(5)

The powers of the Board shall not be affected by any vacancy in the membership thereof.

(6)

At any meeting of the Board 5 members thereof shall form a quorum and no business shall be transacted at any meeting unless a quorum is present.

(7)

At any meeting of the Board the President of the Board shall preside and in his absence the members present shall elect one of their number to preside over the meeting.

(8)

If on any question to be determined by the Board there is an equality of votes, the President of the Board or the member presiding over that meeting shall have a casting vote.

(9)

Subject to the provisions of this Act, the Board may determine its own procedure.

(10)

The Board shall cause proper records of its proceedings to be kept.
