Children and Young Persons (Review Board) (Amendment) Regulations 2026

Regulations 2(b), (c), (e) and (g), 5 and 7 are deemed to have come into operation on 31 December 2021.

delete the definitions of “Chairperson”, “licensee” and “Vice Chairperson”;

in the definition of “home”, in paragraph (a), replace “section 52B” with “section 63”;

in the definition of “home”, in paragraph (b), replace “section 52P(2)” with “section 77(2)”;

replace the definition of “home” with —“ “home” means a Government home for children and young persons or a licensed home for children and young persons;”;

in the definition of “licensee”, replace “section 52P(1)” with “section 77(1)”;

after the definition of “member”, insert —“ “Minister” includes any Permanent Secretary for the Ministry of Social and Family Development;”;

delete the definition of “Review Board”; and

in the definition of “resident”, replace the semi‑colon at the end with a full‑stop.

The quorum for a meeting of the Review Board is 3 members.

The quorum for a meeting of a committee of the Review Board is 3 members of the committee.

No business may be transacted at a meeting of the Review Board or any of its committees if a quorum is not present.”.

in the regulation heading, after “to”, insert “Government”;

in paragraph (1), replace “home” with “Government home for children and young persons”; and

in paragraphs (2), (3), (4) and (5), replace “a home” with “a Government home for children and young persons”.
