Definitions

In these Regulations, unless the context otherwise requires —“academic award” means a scholarship, bursary or award mentioned in regulation 4(1)(a), (e), (f), (g) or (h);“additional miscellaneous fees” means the additional miscellaneous fees payable under regulation 91(1)(c) of the Education (Schools) Regulations (Cap. 87, Rg 1);[Deleted by S 608/2012 wef 01/01/2012]“course”, in relation to a pupil, means a course approved by the Minister for the purposes of this Part that is offered by the primary or secondary school, junior college, polytechnic, Institute of Technical Education or specified educational institution in which the pupil is enrolled;“cut‑off date”, in relation to a scholarship, bursary or award under these Regulations for any academic year, means the date specified by the Ministry on which the selection process for that scholarship, bursary or award is to be completed;[Deleted by S 702/2025 wef 01/11/2025]“GCE ‘O’ Level Examination” means the Singapore-Cambridge General Certificate of Education “Ordinary” Level Examination conducted for the purpose of assessing a pupil’s suitability for pre-university education;“Government junior college” means a junior college organised and conducted directly by the Government;“Government primary school” means a primary school organised and conducted directly by the Government;“Government secondary school” means a secondary school organised and conducted directly by the Government;“Government school” means a primary school or secondary school organised and conducted directly by the Government;“Government-aided junior college” means a junior college (not being an independent school) which —

(a)

is established by any person other than the Government; and

(b)

is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school;“Government-aided primary school” means a primary school which —

(a)

is established by any person other than the Government; and

(b)

is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations for the defraying of the expenses incurred for conducting the school;“Government-aided secondary school” means a secondary school (not being an independent school) which —

(a)

is established by any person other than the Government; and

(b)

is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school;“Government-aided school” means a primary school or secondary school (not being an independent school) which —

(a)

is established by any person other than the Government; and

(b)

is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations for the defraying of the expenses incurred for conducting the school;[Deleted by S 824/2024 wef 30/10/2024][Deleted by S 666/2017 wef 01/01/2018]“independent school” means a school which —

(a)

is specified in any order made under section 3(1) of the School Boards (Incorporation) Act; or

(b)

is set out in Part I of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1);[Deleted by S 666/2017 wef 01/01/2018]“Institute of Technical Education” means the Institute of Technical Education, Singapore established under section 3 of the Institute of Technical Education Act (Cap. 141A);“integrated programme” means a programme which provides an integrated secondary and pre-university education;[Deleted by S 824/2024 wef 30/10/2024][Deleted by S 666/2017 wef 01/01/2018][Deleted by S 824/2024 wef 30/10/2024]“junior college” means an institution for providing full-time pre-university education, and includes any centralised institute or school which provides pre-university education;“leave of absence fees”, in relation to a pupil, means the fees payable by him to the educational institution in which he is enrolled, during his period of absence from the educational institution under a leave of absence scheme of the educational institution;“leave of absence scheme”, in relation to an educational institution, means a scheme offered by the educational institution, as required by the Ministry, under which a pupil of the educational institution may —

(a)

continue to be enrolled in the educational institution while the pupil is absent from the educational institution for a period of time for either of the following reasons:

(i)

the pupil accompanies the pupil’s parent who is, or parents who are, overseas for work or work-related training; (ii)the educational institution determines that there are extenuating circumstances (other than being on medical leave) justifying the pupil’s absence; and

(b)

resume attending the educational institution on the expiration of that period of time;“Ministry” means the Ministry of Education;[Deleted by S 824/2024 wef 30/10/2024]“polytechnic” means a polytechnic established by a public Act;“primary school” means a school for providing full-time primary education;“Primary School Leaving Examination” means the Primary School Leaving Examination conducted for the purpose of assessing a pupil’s suitability for secondary education;[Deleted by S 666/2017 wef 01/01/2018][Deleted by S 824/2024 wef 30/10/2024][Deleted by S 824/2024 wef 30/10/2024]“pupil’s average rank”, for any year, means the average of a pupil’s subject ranks for that year in the relevant subjects;“pupil’s subject rank”, for any year, means the pupil’s rank, based on relevant assessments, in a relevant subject among all other pupils in the educational institution in which the pupil is enrolled who —

(a)

are in the same level and course as the pupil; and

(b)

take that subject at the same subject level as the pupil;“relevant assessments”, in relation to a pupil’s eligibility for a scholarship, bursary or award under these Regulations for any academic year, means any test, examination or other method of assessing a person’s level of proficiency, aptitude, skill, knowledge or understanding in a subject, that is conducted in that academic year —

(a)

by the primary or secondary school, junior college, polytechnic, Institute of Technical Education or specified educational institution in which a pupil is enrolled; and

(b)

for pupils in the same level, course and subject level (if applicable) as the pupil;“relevant pupil” means a pupil who —

(a)

is enrolled in —

(i)

an independent school at the secondary level; or

(ii)

a Government secondary school, Government‑aided secondary school, Government junior college, Government‑aided junior college or specified educational institution for his secondary education; and

(b)

is at —

(i)

the secondary two, three, four or five level in 2024;

(ii)

the secondary three, four or five level in 2025; or

(iii)

the secondary four or five level in 2026;“relevant subjects”, in relation to a scholarship, bursary or award under these Regulations, means the subjects determined by the Minister to be relevant in assessing a pupil’s overall academic performance for the purposes of that scholarship, bursary or award;“secondary school” means a school for providing full-time secondary education, and includes any institution which provides secondary education under an integrated programme;[Deleted by S 824/2024 wef 30/10/2024]“special education school” means an educational institution set out in Part II of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1);“specified educational institution” means an educational institution set out in Part III of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1).[Deleted by S 702/2025 wef 01/11/2025][Deleted by S 608/2012 wef 01/01/2012]

“additional miscellaneous fees” means the additional miscellaneous fees payable under regulation 91(1)(c) of the Education (Schools) Regulations (Cap. 87, Rg 1);

“cut‑off date”, in relation to a scholarship, bursary or award under these Regulations for any academic year, means the date specified by the Ministry on which the selection process for that scholarship, bursary or award is to be completed;

“GCE ‘O’ Level Examination” means the Singapore-Cambridge General Certificate of Education “Ordinary” Level Examination conducted for the purpose of assessing a pupil’s suitability for pre-university education;

Definition

“Government-aided primary school” means a primary school which —

(a)

is established by any person other than the Government; and

(b)

is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations for the defraying of the expenses incurred for conducting the school;

“Government-aided secondary school” means a secondary school (not being an independent school) which —

(a)

is established by any person other than the Government; and

(b)

is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school;

Definition

“Government-aided school” means a primary school or secondary school (not being an independent school) which —

(a)

is established by any person other than the Government; and

(b)

is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations for the defraying of the expenses incurred for conducting the school;

“independent school” means a school which —

(a)

is specified in any order made under section 3(1) of the School Boards (Incorporation) Act; or

(b)

is set out in Part I of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1);

Definition

“Institute of Technical Education” means the Institute of Technical Education, Singapore established under section 3 of the Institute of Technical Education Act (Cap. 141A);

“integrated programme” means a programme which provides an integrated secondary and pre-university education;

“junior college” means an institution for providing full-time pre-university education, and includes any centralised institute or school which provides pre-university education;

“leave of absence fees”, in relation to a pupil, means the fees payable by him to the educational institution in which he is enrolled, during his period of absence from the educational institution under a leave of absence scheme of the educational institution;

“leave of absence scheme”, in relation to an educational institution, means a scheme offered by the educational institution, as required by the Ministry, under which a pupil of the educational institution may —

(a)

continue to be enrolled in the educational institution while the pupil is absent from the educational institution for a period of time for either of the following reasons:

(i)

the pupil accompanies the pupil’s parent who is, or parents who are, overseas for work or work-related training; (ii)the educational institution determines that there are extenuating circumstances (other than being on medical leave) justifying the pupil’s absence; and

(b)

resume attending the educational institution on the expiration of that period of time;

“pupil’s average rank”, for any year, means the average of a pupil’s subject ranks for that year in the relevant subjects;

“pupil’s subject rank”, for any year, means the pupil’s rank, based on relevant assessments, in a relevant subject among all other pupils in the educational institution in which the pupil is enrolled who —

(a)

are in the same level and course as the pupil; and

(b)

take that subject at the same subject level as the pupil;

Definition

“relevant assessments”, in relation to a pupil’s eligibility for a scholarship, bursary or award under these Regulations for any academic year, means any test, examination or other method of assessing a person’s level of proficiency, aptitude, skill, knowledge or understanding in a subject, that is conducted in that academic year —

(a)

by the primary or secondary school, junior college, polytechnic, Institute of Technical Education or specified educational institution in which a pupil is enrolled; and

(b)

for pupils in the same level, course and subject level (if applicable) as the pupil;

Definition

“relevant pupil” means a pupil who —

(a)

is enrolled in —

(i)

an independent school at the secondary level; or

(ii)

a Government secondary school, Government‑aided secondary school, Government junior college, Government‑aided junior college or specified educational institution for his secondary education; and

(b)

is at —

(i)

the secondary two, three, four or five level in 2024;

(ii)

the secondary three, four or five level in 2025; or

(iii)

the secondary four or five level in 2026;

Definition

“relevant subjects”, in relation to a scholarship, bursary or award under these Regulations, means the subjects determined by the Minister to be relevant in assessing a pupil’s overall academic performance for the purposes of that scholarship, bursary or award;

“secondary school” means a school for providing full-time secondary education, and includes any institution which provides secondary education under an integrated programme;

“specified educational institution” means an educational institution set out in Part III of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1).
